z_index=&#8221;&#8221;][vc_column][vc_empty_space][vc_column_text]<\/p>\n<h2>Public Disclosure Guidelines<\/h2>\n<p>Canadian Nuclear Laboratories (CNL) is committed to maintaining a public information program that includes public access to information related to routine radiological and non-radiological emissions, and non-routine items or events at Chalk River Laboratories, Prototype Reactor Sites and Whiteshell Laboratories. CNL manages this access through its Public Disclosure process. Listed below are guidelines for information distribution for the following licences held by CNL:<\/p>\n<ul>\n<li>Nuclear Research and Test Establishment Operating Licence (Chalk River Laboratories),<\/li>\n<li>Nuclear Research and Test Establishment Decommissioning Licence (Whiteshell Laboratories), and,<\/li>\n<li>The Prototype Waste Facilities Licence (Prototype Reactor sites).<\/li>\n<\/ul>\n<div>\n<p>For all sites the primary means for reporting non-routine items or events is CNL\u2019s external website, www.cnl.ca, while key local officials and stakeholders may be notified through direct contact. The reporting timeframe for disclosure items is typically within four business days; however, CNL balances between securing reliable information and ensuring the public and stakeholders are kept informed.<\/p>\n<\/div>\n<p>[\/vc_column_text][vc_empty_space]<div class=\"qode-accordion-holder clearfix  qode-toggle qode-initial \">\n\t\r\n<h3 class=\"clearfix qode-title-holder\" id=\"btn-public-disclosure-guidelines-chalk-river-laboratories\" aria-controls=\"public-disclosure-guidelines-chalk-river-laboratories\" aria-expanded=\"false\" tabindex=\"0\">\r\n<span class=\"qode-tab-title\">\r\n\t    <span class=\"qode-tab-title-inner\">\r\n        Public Disclosure Guidelines: Chalk River Laboratories    <\/span>\r\n<\/span>\r\n<span class=\"qode-accordion-mark\">\r\n    <span class=\"qode-accordion-mark-icon\">\r\n        <span class=\"icon_plus\"><\/span>\r\n        <span class=\"icon_minus-06\"><\/span>\r\n    <\/span>\r\n<\/span>\r\n<\/h3>\r\n\r\n<div id=\"public-disclosure-guidelines-chalk-river-laboratories\" class=\"qode-accordion-content \"  aria-hidden=\"true\" aria-labelledby=\"btn-public-disclosure-guidelines-chalk-river-laboratories\">\r\n    <div class=\"qode-accordion-content-inner\">\r\n        [vc_column_text css=&#8221;&#8221;]<strong>Criteria for Public Disclosure<\/strong><\/p>\n<p>1. The licensee shall provide the following routine emissions information to the public:<\/p>\n<ul>\n<li>airborne emissions of Nitrogen Oxides (NOx) and Sulfur Oxides (SOx), updated annually;<\/li>\n<li>airborne emissions of tritium, updated quarterly; and<\/li>\n<li>waterborne emissions of tritium, updated quarterly.<\/li>\n<\/ul>\n<p>Routine emissions information will be reported through CNL\u2019s external website, www.CNL.ca, and updated as necessary. Posting will have a one period lag to allow for processing of the samples, preparation of the information, and verification of the report.<\/p>\n<p>2. The licensee shall periodically review and update the routine emissions report to reflect operational changes and feedback from interested parties.<\/p>\n<p>3. The licensee shall provide information to the public regarding non-routine items or events as specified below:<\/p>\n<ul>\n<li>Exceeding an action level for any radiological emissions where it also exceeds 0.1% of the derived release limit.<\/li>\n<li>Loss of refrigerant as listed under the Federal Halocarbon Regulations greater than 100 kg;<\/li>\n<li>Other events that could have offsite effects or result in media attention including fires, earthquakes, serious vehicle or industrial accidents, non-compliant releases to the Ottawa River, and significant business developments.<\/li>\n<li>Quarterly updates of event reports to the public through website.<\/li>\n<li>Opportunities for public participation in CRL licencing activities.<\/li>\n<\/ul>\n<p>4. Environmental and Performance Reporting<\/p>\n<p>In addition to quarterly reporting and posting of \u201croutine emissions\u201d, noted in section one (1) above, CNL also prepares and posts an Annual Compliance Monitoring Report summarizing Effluent Verification and Environmental Monitoring for the Chalk River Laboratories.<\/p>\n<p>This report reviews and summarizes the results of the Chalk River Laboratories (CRL) Environmental Monitoring Program (EMP) for a specified calendar year. CNL reports the monitoring results annually to the Canadian Nuclear Safety Commission (CNSC). Environmental and Performance Reporting<\/p>\n<p>Annual Compliance Monitoring Reports are prepared for each site and summarize the present status of the Prototype Waste Facilities and notable activities conducted within these facilities for a specific calendar year.
